The new update logs said that there were 4 new scenes for tail service with the city guards, but I could only get two of them, the one with the guard that judges our clothes and the one with the quiet guard. How do I get the other two?

It's probably random, so you should be able to see the other 2 soon enough if they're not coded to have less chance to appear

It's not a CG event, it's a repeatable event like the 'take care of some urges'
