I have a problem that when I want to start a new game, nothing from the game loads. Please, if anyone knows, help me please.

You need to extract the folder or else the game literally can't access the files. Simply right click on the .rar then find and click "extract here" or "extract files" (the second option puts all the files into a folder of your choosing)

Yes, I've already done that several times, the thing is that when I enter version 0.11b when I click on new game it doesn't load, the game stays in the background without doing anything.

Literally just redownload the game, it resets everything and should be fine.
