There is more than one dark elf character. You have to be a bit more specific.

It is the character Ellanore
After she moves to your castle, and you talk with her there, the character Rhethos will appear in front of the clinic in Aldlyn and start the quest "Trouble at Mount Alberrane" to advance the events of Ellanore.
