ACC vs To Hit

I'm confused on whether ACC is added to rolls to hit, or to damage, or both? For example, in the "Combat" section under "How to Play (Cont. 3)" it says that perks and modifiers from your traits can increase your accuracy, but it doesn't explicitly say you add your ACC to attack rolls, and elsewhere, the Raider Skill: Flaming Rage under "Occupations (Cont. 7)" says that you have a -3 to hit while in rage rather than -3 ACC, and the Martial Artist Perk under "Perks (CQC 2)" doesn't say it increases ACC with that body part, but says it adds +3 to the to hit roll with that body part.

Fantastic question! So “to hit” uses ACC (accuracy). That just means a bonus “to hit” or to do an attack against an enemy. Something I didn’t learn until later on was consistent language was key. Basically, think any ACC increased is an increased chance to successfully attack your target.

I hope that clarified it! If you have any other questions, please let me know! Have a wonderful day!
