Whenever I try to call Ash I just get told to change my outfit and take off my bra, when I do it still doesn't work? What outfit do I have to change to or is this a glitch?
That error message means that Ash wants you to meet her at the beach bar. You need to buy the short skirt and top ($130), and go bra-less, then call her and she'll meet you at the beach bar.
