Whats the policy on using pre-existing music?

Heres the thing, I was thinking of doing something similar to Mario’s Mystery Meat where it features music from other games but its MIDI. can i do that? is there any limitation that we have to compose the music during the jam or use public domain stuff?

on that scense can we use SFX from vinny streams?
