According to the website, there should be an award for out-of-state participants:

"Do I need to live in Gwinnett County, Georgia, or have a library card?
Absolutely not! One reason we chose to host on this website is so that anyone can participate! Out-of-state participants will have their own category, and the winning game will receive an award in the mail, if they choose. Please note that only participants who come to our Game Jam Award Showcase are eligible for cash prizes."

Which game was awarded for that?
