What exactly does the "Must not be engaged in work" requirement mean?
Do you mean that they are supposed to be set to rest, or that you are never allowed to set them to work for you before turning them in period?
I have a slave that fulfills all other requirements, bar this one despite being set to rest. I did use some physical labor before to increase their physics stat a bit though.
