Spray Fire I believe is the name of the card, lets you select the villian and any minion engaged with you to deal 4 damage, Won't let me pay resources to use card, tried twice did not let me either time. (Yes I had enough to pay cost both times)

Thank you for your bug report regarding the card “50039”. Unfortunately, we were unable to reproduce the issue you described.
Could you please check if there are any Guard keywords in play? That may be preventing you from targeting the villain.

Hi - The bug still exists. The issue is with the Guard keyword. Spray Fire can be played so long as it has at least one valid target. (https://www.reddit.com/r/marvelchampionslcg/comments/1jiwahk/nick_furys_spray_fi...) In the situation of a minion with Guard, Spray Fire can still target the minion even though it cannot target the villain. Currently, as Solar160 pointed out, the card stalls out at the "target selection/order" stage and we can never click to spend resources.
