This may be a bit of a silly question, but how do I progress beyond mission 9? All it says is that "there are no current objectives"

I think it was when Jonas asked if we wanted to play his game? I'm in the Dev route, and afterwards Lor says all I need to do is rest for now. I'm not sure if this is a buffer period or something.
If you already saw Jonas in the dream, I believe you need to go meet with the Queen in the fortshore meeting room.
