I can get her down to about 1/4 hp if i have a hp potion but i cant figure out the method to use to hit her while avoiding the bubbles and ground spikes :/ any tips on weapons to use, attack windows to look for would be appreciated

so, the way I beat her is i used the ice-spike to rebound her bubbles back at her. You want to jump over her spikes close enough to trigger her melee attack and scooch out of range for it, and then ice-spike/wall when you are far enough to trigger her bubble attack.
it's tricky, but you'll get it!

Using the thunder attack and full INT build, simply kite away from her and use it when she's coming up from a teleport. It has enough range to hit and leave plenty of room to dodge away from the shockwave in phase 2.
