What's the cutoff for what's considered 'new' for the jam?

Hi everyone, me and a small team have decided our project for this jam is going to be a TTRPG system quickstart and scenario. A few years ago we fiddled around making a cyberpunk hack for Blades In The Dark (mostly changing names and altering abilities here and there), which we've tweaked and prodded throughout the years here and there, but never doing much with it. We figured this jam would be a great opportunity to start taking it seriously and actually make it into something! We're giving the rules some big overhauls with new mechanics and designing a oneshot quickstart scenario to run it in, but we weren't sure where that fit within the bounds of the jam's rules.

Any advice or direction as to if this is an acceptable submission for the jam?
