The artwork is seriously so good! So much personality and creativity in their, please pass on my compliments to your "chef" :P
The idea of a scapegoat faction is genuinely really cool but it's just backed up with some killer themes and storytelling too. Makes a lotta sense with them shifting the blame to other factions as well, super cool to see a new method of faction interactions introduced :)

Great ideas here! It's a really interesting way to engage everyone at the table. I certainly don't want to be the Scapegoat! I also like how Flexible Propaganda triggers on other player's turns, almost as if you get stronger the more others squabble.
Just curious what happens when a faction gets completely wiped off the board? I assume they remain the Scapegoat until they Shift Blame. It doesn't happen a lot, but I could see a faction getting caught in a loop of being the Scapegoat, barely getting back on the board, failing to Shift Blame (maybe they got countered), and then being wiped out because everyone is attacking them. This may be more of a player politics issue than a mechanics issue, but curious on your thoughts?

Yeah, that scapegoat loop is certainly possible. The main out would be if the Blaaaming Flock decides they need to start policing someone else and so shifts blame to a different faction. The Flock should be a slow scoring faction, so they need to keep everyone down in order to win, not just get easy points from someone being continuously wiped. In the end, being the Scapegoat is very punishing and will need a good amount of playtesting so it feels right and is balanced.
Ah, gotcha! I missed that the Flock could shift blame in Evening. Great way to gang up on the leader!
The concept is very funny and the rules very neat. This flock of sheep could be very aggressive with militant factions. It needs something special (an ability maybe) against insurgent factions with few warriors (WA or vagabond). But keep developing it and…come on sheep! 😄

It should be mostly fine with insurgents, as it also gains bonus points for removing tokens or any other kind of piece (So WA should be good). The Vagabond is an issue and I don't really know how I would adjust it to work with them. I guess I could say piece or damaged item, but that feels clunky.
It definitely will need playtesting to ensure it is balanced.
