My choice is 100% Pmod
penguinmod kinda buggy ngl so like turbowarp is kinda the best... though, penguinmod definitely has the most things to it. if you want features to like consistently work/function correctly at all, use turbowarp (I'm still mad about insert blocks by name still being broken in pmod), if you want variety, use penguinmod.
Its kinda hard to define "the best" mod since all the mods are used for different projects
Penguinmod has an incredible amount of extensions that you can use to make very advanced projects, but if you don't need a project that complex you might not want to use it because it can be a bit "bloaty".
Mistwarp has less extensions available but is much more stable to use. It also has a lot of customization within the editor, so it's a lot more comfortable. Use this if it has the extensions you need, since PenguinMod can be buggy at times.
Turbowarp can be used you need a project to be compatible with Scratch (e.g. if you have a Scratch audience), since other mods have more features.
I don't have experience with other mods but you can always just try them out :)
