Is it planned? I'm asking mostly because of the Hedonist Specialization. I chose Scavenger and I'm kinda sad to see that Delves can run out of supplies, making it useless when all Delves are empty if that's what it means by "ruins" in it's description. I think it'd be cool if Specializations could be unlocked through gameplay.

For example, maxing out fetishes could give you Hedonist and completing all cardio, strength, and striking workouts could unlock Athlete, Savage, and Soldier respectively.

I do plan on both having unlockable Specializations, as well as upgrades to the one you start with. The Scavenger specialization will probably be more useful when there are more Delves to access, but it might well be in need of a buff, too. Right now, it basically makes it impossible to find nothing when scavenging a Delve and increases the odds of getting better stuff as well. 

I don't want the starting Specializations to be easily attainable, or even attainable at all, in one play through, as it would result in players just hot-swapping the optimal setup for every situation, which would be tedious. Having those be unique encourages repeat play throughs as well. Any that are unlockable will be hard to acquire and will be different from the starting ones.

That sounds absolutely sick! I love the idea of having unlockable starting specializations alot! Though I would humbly ask that there are some slight bread-crumbs, about what unlockable specialization is able to be earned,  and perhaps vague in-game hints on how to unlock them... I am slow, and will 100% miss some. (Maybe some chart or menu that displays a list of question marks in Oracle's interface menu, that when hovered over give some tool-tip about what kind of actions you would need to unlock the starting specialization in question)
