So, effectively, there’s no theme

I’m not sure I understand how the Theme criteria will be applied by the judges in that case.

The theme is "Now That's What I Call A Theme!", so while you get to pick any theme you want you also need to completely embrace it. The more obvious and the more well implemented, the higher your score. If we can't tell what the theme is that'd be a low score.

Get the judges exclaim "Now That's What I Call A Theme!" when they play your game.

I can take almost any game and come up with a list of themes that would apply to it perfectly. It’s so vague.

The point is, you can pick any theme you want. It's not about the theme, but the execution of it. How well it integrates into your game and how strong you've made it. Good luck! Looking forward to your submissions.

Is it okay if my game's theme is integrated only into the story and not the gameplay?

Of course! How you integrate and execute on the theme is all up to you.
