Hi! I have a question about Rule 1 (Game material should be made inside the jam's time frame). Are pre existing third-party assets such as models, sprites, animations, and music allowed if they are disclosed in the "Third party content" field, or do all assets need to be created during the jam?

They are allowed as long as they are mentioned in the third party content field.

I had one more question. would it be okay to rely heavily on third party assets while making the game, as long as I mention everything in the third party content part? For example, if I make a 3D game and use a lot of existing assets, while only creating a smaller amount of original material myself, would that still be acceptable for the jam?

By the rules, that would be okay. However, beware of the potential rating bias other participants might have while rating your game.
