is there a reason for Exp to be locked? 

i'm stuck at lvl 9 (on Marie) and lvl 8 (on Elucia) with the next: #### not updating (reducing)

and when venturing out to the desert where you meat Ran she's lvl 12 so... 

just posting here trying to figure out if this is a bug or a feature
