Is it ok for a non Filipino game dev to participate in this jam? Despite not being Filipino I'd like to participate as I quite like horror and think Filipino culture is pretty cool from what I've see/heardfrom Filipino friends. 

I'm pretty sure it's okay. Any game jam is open to anyone. Nationality does not matter in this type of things
