I have nothing to say that hasn't already been said, so I'll just second that the mix-and-match vibe is fascinating, the flavor is great, and I'd definitely use these in a longer game. I made unique horoscopes for my personal setting, and it'd be so much fun to adapt these to fit. Neat stuff!

A good concept that can really help players feel more connect to the world. I can totally see this being worked into my game as something the players all do after the end of Downtime activity,  before they return to the action.

I really like this concept! Sort of a mix-and-match complications system. As others (and you yourself) have noted, a balance pass might be in order. But the idea itself is very fun, good job!

There's some fun ideas in here! Players that enjoy their horoscopes or random rolling characters quirks to work around at hero generation will have a lot to enjoy here.

You've noted this was a last minute jam submission, so I won't dig into mechanics questions since I imagine there's a fair bit you want to rework and edit already. As is, there's inspiration to draw from here, and I'm confident given time to ponder and polish this will be an even better supplement. Excellent start, hope you refine it further.

Overall, interesting ideas and use of mechanics. To me, some of the drawbacks are too punishing or force styles of play on the player.

House of Ram – messing with heroic resource generation is generally frowned upon, I think you’ve balanced it with the drawback. My concern is it forces a play style, every combat the rest of the players will let the house of the ram player go first simply because they don’t want the director to have more malice. That can turn unfunny pretty quickly.

House of the bull, the tier one is a bit too punishing in my opinion.

House of the twins is fun. Same with lions. 

Virgins drawback I think would be better as just 1 square, 2 feels extra punishing.

House of the sea goat is interesting but does seem to force a playstyle… but maybe the player doesn’t like negotiations!
