Is my turn-based strategy AI opponent too smart or too dumb?

So I've been working on this 1v1 card dueling game, and one of the main challenges in development was creating an AI opponent to play against who isn't too easy to beat. It has come a long way, but I'm trying to find out if it still needs improvement.

Sometimes it surprises me by how smart it plays, and other times it makes mistakes so obvious it looks like an idiot. If I'm really trying my best, I can usually beat it 9 times out of 10. It will often gain an advantage early on, and then eventually make enough small mistakes over time that I'm able to come back and win.

Here's the free demo so you can give it a try https://grenadekitten.itch.io/star-syndicate-demo

Is anyone else able to beat it? Do you think it's too hard, or too easy? Let me know what you think, and if you have any ideas for how it could be improved. Thanks!
