I get it, perhaps you are talking about quest 'Criminal Hunt' . Same for all players, the quest can't be finished succesful since the criminal is always escaped before you and Moriko enter thieves guild. Just forget about the quest, failed to complete that quest it doesn't mean your game become incomplete.
