Just to make it simple:

Where is the Fire Spirit?

Im on the luminous torch sidequest and went to the south dungeon but nothing there.

Then you're either in the wrong dungeon, or missed a part of the dungeon. She's definitely in the south dungeon in Central. In the area where you can split your party to speak with one of them in private.

You need to have Sandra in your party to open that door. She can be found in a dungeon below the fort in Witton.
