after i got inside the dorm room i dont have any underwear anymore, so im permastucked in the pause animation to wear something, but i dont know what to do :C, theres not like a console command or something ?
As for your issue, is the dialogue still progressing, with Killigan commenting on needing to equip something?
If he is, try equipping at least a belt and his map. If not, open up the console with SHIFT + O, input "_dismiss_pause = True" without the quotes, then input "exit" without the quotes.
