Currently, my command center says that I'm at level 8 on the Army Level. How can I raise it to level 9? I built the church, graveyard, and archery practice (and visited it). I had them go through the tests, mock battle, and gotten the dumbbells. What I am missing?

You can't raise it higher than 8 at the moment.
