Pretty sure it is for the drilling, higher for more resources (?)
It seemed to be steadily raising, maybe by having them on your drilling team?
Mostly speculation but that's what I have gathered so far
In older version you can purchase them as upgrade, higher mean faster heart gain (not sure how to put it really).
Nvm it seem they changed it.
