you need to acumulate enough points of tech/contract for it on the R&D team, once you have enough a prompt will show up at the end of the day letting you choose to complete any projects you have enough points for. note that materials are gathered by the exploration team surveying instead. as for checking how many points you currently have, that perk is exclusive to math background.
