i have max wool i have the seamtress but cant seem to get cloth producing

It's possible that the cloth is being consumed by a following production that requires it as material, for example for bandanges. In such a case, it's best to do something else for a while, as the cloth will stay in the storage once the resources that require it for production is at the stroage limit.
