Why is it that when I enter the game, my settings are reset to 0, when I enter any game mode, the black screen is visible, but the inventory is visible when opened, in the settings all values are reset to 0

you've got yourself in a pretty shitty situation if you managed to softlock it and saved in that state... you can try any one of these
1: reset events and objects and wipe your map... not recommended but if you absolutely have to you can at least fill the mailbox with your essential items first so they carry over
2: get outside the fence and climb up to it with a hook (preferably a half hook) or
3: rig up an airship with something like a bench and balloons (hopefully you already have nails, a hammer/nailgun, and balloons if you want to try this route, otherwise you gotta get some on a different save and put them in the mailbox) and fly up to it
4: back up your save in appdata>local>votv>saved>savegames, then change the prefix of the offending save to b_savenamehere if you've unlocked sandbox mode; if not, I don't think this will unlock it, and if you do have access it will remove a couple easter egg items from the map for some reason. Press V to fly and head over to it and free it, go back home, save, and revert the prefix of your save to s_savenamehere.
damn if cheats aren't even working, you're gonna have to look up if anyone's figured out how to clip out of the invisible wall in this version yet, ways out get patched every update
if you've backed up your world you could try to use the delete command on the hook itself? (cheats in sandbox are accessed with 0 on the numpad), but beware you can delete literally anything and everything with it, including the map itself if your cursor is overlapped with the terrain at all
yes normal kerfus is SUPER buggy in time lapse, he needs tweaks for sure so make sure you turn him off first. They should show up on radar still if you want to try to track them down (you might need to take down all your cameras and throw the atv across the river and such around base as they also show up, if you're sure he's not near base he may have somehow gotten outside the fence, in which case IMO not super worth tracking down), and there is also a >>>>> SPOILER/SECRET >>>>> place to clip through the floor of the base on the porch near the workspace window, he may be stuck under there.
If you do find him stuck somewhere and can't free him/fish him out, drag a workbench over and disassemble/reassemble him
At maximum speed, the radar becomes glitchy; to be more precise, it begins to very often miss some objects and show them at the next check of the territory, which is why very often an alert is triggered about changes in the number of objects in the territory, it makes it very difficult to concentrate on anything
I don't know about the broom, I haven't used it... in the end, I had to use a certain device from a certain event in order to exert a pull on the fridge strong enough to get the physics to dislodge it from the shelf it had gotten embedded in. (This also required me to move a lot of the stuff out of the room because a fridge suddenly slamming into the opposite wall at oh-good-lord speeds tends to knock things around.)
SPOILER ALERT
The gravity gun, which you get from a POI that appears after you get a certain signal. I cleaned my room of the smaller items in it (my plushie collection, my microwave, my coffee machine, etc.), then grabbed the fridge with the gravity gun and walked all the way out onto the porch in order to get a strong enough pull.
you have seen what it is, you just don't know it's what's exploding because it's a bit silly and overdramatic compared to what it does in real life
