You can train forces on the management screen, where you can also select delegates and other things. You can enter that screen via the sparkling icon near the exit button of the country overview map.
(I'll reduce the cost of recruits from 4 to 2 in the next update, as I realized that value is still based on the old system version, where getting recruits was easier and faster.)
