So I'm having a similar white screen issue as many other people and I want to see if tweaking with the settings would work but I can't find the .cfg file anywhere.

No such file exist.

Well that makes things a little more difficult. Is there any way to mess with the settings without opening the application at all

If you get a white screen, chances are your PC is too weak to run the game. You can try deleting every sub folder in /data/ folder and see if that gets to title screen at least, but I don't have much hope.
