Nice! I like the puzzle mechanics and the final stage had me stuck for a moment.
It felt a little laggy and I wanted to flip tiles a bit faster. And more stages would have been nice.
This was good for a jam entry, though!
I like this style of tile combining puzzles, and it was really satisfying to reach the end. I think a lot more potential can be had with more tile variations (such as tiles that can't be moved).
Really fun theme + interesting puzzle. Gets pretty thinky towards the end which I really enjoyed. Early on, I didn't fully understand the effects of roads to the full extent which led to some guess + checking. But that would be easily fixed with more onboarding if you decide to push this further.

Simple but very solid puzzle game. I brute forced the early puzzles, but the later ones made me actually understand and think about placement. I think you've got the foundation of a good puzzle game.
I also like that you're making a happy neighborhood :) It's like a stripped down SimCity.
This concept has an interesting start and basis for strategy. I think the current "swap" feels much more like dragging pieces to their intended position though and lacks that satisfaction of a 1 to 1 swap.
Math may not be everybody's cup of tea but this is a satisfying way to make number go higher. I like how the gameplay is reminiscent of Loop Hero's tile placing system. However I struggled to wrap my head around HOW the math was working and if I couldn't make sense of the numbers I resorted to swapping good buildings near each other until the solution worked. I couldn't intuit a way to trouble shoot my tile placement even with the help of the values listed so maybe this is my fault as a player.
There is a lot to build on with a gameplay loop like this and easily the type of game I would buy on Catalog.
