This may just be me, but sometimes the guards just whip around in the middle of their walkcycle for half a second and then turn around. It makes getting to tomoe impossible.
your issue didn't happen to me, but if you're having issues with Tomoe's guard, you can just proc his chase and outrun him, there is plenty of space outside to lose him/get him stuck on the trees.
