Best example I can give: let's say I want to make Saturn (the planet with the rings), a very simple and basic one.

Can I use the sphere to make the planet, and a circle to be the ring? The circle would be "cutting the sphere in half". Also, for the textures, can it be the blurry visuals of planets and the concentrinc rings for the ring?

All in all, there are still only two shapes (sphere and circle), though the camera might make the circle look oval sometimes...

That seems to me ok. Sphere and circle are allowed. If by camera perspective it sometimes looks as an oval or cutting in half that is not a problem. The underlying shapes are still the correct ones and you are not deliberate creating ovals.
Blurry and concentric rings are allowed as long as the rings are circles of course and no other new shapes are introduced by texturing.
