The game can be uploaded as a .rblx file for use in Roblox Studio. Based on the rules, there don’t appear to be any specific limitations on file format.
Technically I don't see anything against it, but you probably want to reach out to staff to clarify, we can all only guess.
For voting however, be aware that even basic downloadable games have a hard time to get interactions (as opposed to web builds), having to download Roblox Studio on top, installing it, and then figuring out how to install your plugin will mean most people won't bother. I don't want to discourage you from doing it if you would have fun with it for the sake of it, but if your goal is to get eyes on your work or feedback you will probably be setting yourself up for disappointment.
