Contact your state ombudsman. Seriously. 2.5 years is obscene, and probably longer than they're allowed to keep it. Discuss filing a lawsuit with your lawyer. File public records requests. Phone your senator.
When my state police took my stuff (18 years ago), I was on the verge of filing a lawsuit 3 years afterwards when they finally gave it all back. And again (also 3 years) when DHS took my stuff years later.
Also, expect that they will never, EVER stop harassing you. Ever.
