It says in the Monarch section of the board that the Sap is removed from the track when the Monarch dies. Theres an updated board where the Monarch can scuttle sap as an action to draw a card but i accidentally deleted the faction board from the site 😭.
Sap isnt supposed to be very useful when the Monarch is out anyway.
