Yes, the objective was to cut around and remove the target item. The dashed lines were just there to show how close a line had to be on each side of the organ, and to turn green when a line/cut is close enough to each side of it. We can get why a dashed line might make you think the cut should be along that line, though, so we probably needed to do a different kind of indicator or more of a tutorial to help explain cutting around the shape.
