I'm a little late to the party but, you can clip inside by just putting a pice of paper on top of the cement structure.
You than need to ragdool by pressing "C" and when you are still on the ground quikly hold E to read the paper and then immediately press Esc to exit it, this will clip you inside where you can just pikup the keycard and use it.
