I'm using Godot; how do I create an animation effect with these images?

I've never used Godot before so you'll need to look it up. Just google how to import sprite sheets to Godot. If you are confused about slice sizes, I've already included .txt files in the pack that tells you which asset is what size.

Alright, I suppose the principle is similar to water surface animation in 2D games; I'll give it a try

create a animatedsprite2d node, in the inspector (on the right) add a new a sprite frames, this will open an animation dock thing in the bottom. add a new animation, click on add sprites button (the 9 squares icon), select your sprites, use autoslice, if it does not work, set the height, width, columns and rows manually, select the frames you want for that animation and there you go. add more animations for different actions (like walk, idle, etc). in gd script you can then make a state machine that plays the right animation depending on the state
