i believe its a small chance after finishing a song and returning to the lobby and a friend face will appear and dissapear kinda like chapter 2.
Yeah, it's 1/1000 chance whenever you enter the café. It's been there since launch. It actually used to play the laugh a lot louder, but it was too much of a jumpscare so I turned it way down since it's meant to be just a little easter egg.
