for Sparta you will go there after you finish the new Alexandra gyms
for volcano valley you go there via boat at the beginning town (you may need to get a ticket for that but if you're not at Sparta yet you need to progress first before it opens)
as for the volcano ticket you need to talk to max at the light house in arcadia bay (surf needed) you might need to progress the story for Him to appear
