I had the same issue. I'm not sure why, but I turned on my VPN in my antivirus software, and it downloaded.
If you turn the VPN off, does it fail to download again? Also, what did you change the location to when using the VPN?
I had my VPN set to United States. When I turned it off and tried again, it did not download.
