First must have done Thunder girls questline.
After that, any time you come to apartments, get to second floor and see if the lights o apartment 201 is off. If it's on reload the level again. If it's off, enter apartment and go to far end of the room. You will find a portal there. Go through that portal and you will find Tori and questline to recruit Rachel.
