do you have a vip card? if you do, just use the vip card and talk to the kiosk owner to unlock the kiosk and the quest is pretty self explanatory, and if you don't, try to find an old man in the park and talk to him, and he will tell you he lost a coin and try to search it in the park near the fountain, after a few tries go back to the old man and talk to him, he will say he found it in his pocket and will apologize to you, and for your troubles, he will give you a vip card, use that to talk to the kiosk owner
