Will this game be released on Android, and if so, when?

It'll be released on Android, and not just that but also Browser so people on iOS will be able to play, but testing for both these versions is postponed until the desktop platforms are confirmed to work fine.
The initial release will be on Steam and I'll be focused on fixing any issues related to that if they happen, and then I will prepare the Android and Browser build.
By the way, it'll be possible to redeem the Android & Browser builds if you will have owned the game on Steam using this link, once those builds are ready https://redeem.femboygameshub.com/?game=cozy-cafe
