Managed to get 4227. Got through all the rules until it stopped asking for me to choose more and would just shuffle the players and restart, at this point everything was in a second tier of rules, so I didn't even count anymore because the multiples were never coming up. Lost because of one guy that evaded every rule and was just a 13 XD
