There should've been a limit implemented that stops you from putting all your chips on black (all apart from 1 cell into the generator) but other things seemed more important... but it is what it is. But you should have atleast 2 cells by the end of the game, and when you power on the generator, you should have 2 in yo back pocket too.
We do have a final cutscene in the tunnel that took years of technological advancements to achieve :)
