I’d say - it is a very nice idea, and as a side note I’ve seen for example very positive effects on quality of discussions in some telegram groups when messages were rate-limited to like once per 5 minutes, but with games/assets… what will stop creators from just registering more accounts?

I don't know. It may require some kind of verification of being the same person or a different one.
They are looking to get income from selling, so they may need to verify they are someone who exists. Today there are systems for verification and they work and are not intrusive (they destroy the photo they take, etc).
I'm verified on Steam, for example. And people are used to this, if they are going to charge for something they may sell.
