Do i understand correctly now i have to engage with slaves selling to be able to factor upgrade? I dont recall any caps on it tho maybe im wrong
Pretty much, yeah.
Appears that it's stuck at D-tier for selling slaves. Repeatedly sell slaves and it doesn't advance beyond 1/5.
It might be a bug or you need to do actual slave quests at market
